Dell and HP/HPE don't make their own cards. They OEM and rebadge chipsets from the big NIC vendors.
If you dig at the model number a bit you can find the underlying OEM.
Cisco is a hyrbid, the "VIC" is their own card, but they also OEM common chipsets from other companies.

Intel, Broadcom and Mellanox are probably the most popular NIC OEMs.
Marvell (Qlogic) close behind but they recently announced they are getting out of the NIC game.

As far as HPE Naming, if you see a 3 digit model number, look at the 2nd digit.
2 = Old Qlogic
3 = Broadcom (including a handful of chipsets later sold off to Qlogic)
4 = Mellanox
5 = Emulex (now part of Broadcom)
6 = Intel
7 = Solarflare

And the first digit gives you a rough idea of the speed.
3 = 1Gb
5 = 10Gb
6 = 25Gb (usually 10 and 25 both supported)

So a 640SFP28 is a Melanox 10/25 chip under the hood.
And a 560SFP+ is an Intel 10Gb chip.

HPのカードの場合はmellanoxのOEMでもベンダロックが掛かっているらしい。
HPファームからのクロスフラッシュ(mellanoxのファームにする)はできるみたいだけど、ハードルは結構高いっぽい。
